European TSI Project for safe, ethical and meaningful use of AI in schools

This project is to support Ireland, Belgium, Germany, Luxembourg, and Sweden to design and implement strategies for the safe, ethical, and meaningful use of AI in schools—covering primary, secondary, and initial vocational education and training (VET).

The project also contributes to each country’s national recovery and resilience plans under EU Regulation 2021/241, ensuring that digital transformation in education aligns with broader social, economic, and green transition goals.

What does the project aim to achieve?

The long-term aim is that schools will be able to integrate AI into teaching and leadership with appropriate guidance; that teachers will continuously build their AI competences, and the quality and availability of learning resources will improve through responsible use of AI.

This project is made possible by requested support from the European Commission under Regulation (EU) 2021/240 establishing a Technical Support Instrument (“TSI Regulation”).

What activities are involved?

The project will involve a wide range of activities, including:

  • Preparatory and technical kick-off meetings to agree scope and engage stakeholders.
  • Drafting of the Inception Report and localized stakeholder engagement plans.
  • Research and analysis through surveys, interviews, and focus groups to map AI use and identify gaps.
  • Workshops, exchanges, and webinars to share good practice across partner countries.
  • Design, testing, and refinement of toolkits and CPD modules with teachers and school leaders.
  • Consultations with EdTech providers to explore AI integration and validation mechanisms.
  • Ongoing communication and dissemination through reports, events, social media, and a dedicated web presence.
  • Regular monitoring and evaluation, including external mid-term and final reviews, to assess results and inform future reforms.

How will Irish schools benefit?

To achieve the goals of the project, the following outputs will be delivered:

  • An Inception Report capturing needs assessments, operational planning, risks, and localized engagement strategies.
  • Analysis of the current state of AI in schools, identifying governance and policy gaps, and highlight opportunities for ethical AI adoption.
  • Toolkits for teachers and school leaders offering practical resources, checklists, examples, and policy templates to guide everyday use of AI in classrooms and school management.
  • A Continuing Professional Development (CPD) module to support teacher learning in AI.
  • Proposals for integrating AI into existing digital learning platforms
  • A framework for validating AI applications in education, ensuring tools are safe, effective, and aligned with EU standards.
  • Recommendations for policy and practice, providing actionable strategies for system-level and school-level integration of AI.

Through these outputs and activities, the project will support participating countries in building the policies, skills, and tools needed for the responsible use of AI in education, ensuring both immediate improvements and long-term systemic change.

How to get involved

We will be looking for Irish schools to input to this project, taking part in training, trying out resources and sharing feedback and experiences.
